The Bureau of Emigration and Overseas Employment, established on October 1, 1971, was formed by merging three federal departments to manage and regulate overseas employment for Pakistanis. Initially operating under the Emigration Act of 1922, it now functions under the Emigration Ordinance of 1979. The Bureau has developed a structured emigration process and serves as the central agency for handling foreign recruitment through licensed Overseas Employment Promoters, mainly for manpower needs in the Middle East.
